Automatic news comment watch at 3:37 UTC by Abula

We have added an automatic news comments watch. You can enable it in Settings.

Hm, seems like there is a problem. The automatic comment watch isn't enabled for new News. Only for old News.

And the submit button is in unlogical place.

Ok, fixed the above things. But it's still bugging a bit.
